Thanks to advances in science like DNA testing, we can now find out who a child's father is with 99.99 percent certainty. Recently, many Nigerians have been wishing for a way to do the same for their government. They want a way to find out who really created the Presidential Foreign Intervention Promotion Council (PFIPC), which is shrouded in mystery.

Without the certainty that science can provide, there is a risk of injustice. A fake father could be stuck with responsibilities while the real father avoids them. This has happened before, and it might be happening in Nigeria's public administration today. To illustrate, let’s remember the famous legal battle between entertainer Charlie Chaplin and aspiring actress Joan Barry from 1943 to 1945.

When Barry got pregnant, she said Chaplin was the father. What followed was a media frenzy and a legal mess with multiple trials, FBI involvement, and a verdict that ignored scientific proof. At that time, DNA tests did not exist, but forensic blood typing was available.

Three medical experts tested the blood of Chaplin, Barry, and the baby. The baby had Type B blood, Barry had Type A, and Chaplin had Type O. Science shows that two parents with Type A and Type O blood cannot have a child with Type B blood. This evidence cleared Chaplin of being the father.

Despite clear scientific proof, Barry's lawyer made an emotional closing statement. He convinced the jury that the wealthy Chaplin was abandoning a struggling mother and child. The jury decided that Chaplin was the legal father, and he had to pay child support until the child turned 21.

The public outcry over this verdict changed family law in the United States. In 1953, California passed a law stating that if scientific blood tests proved a man is not the father, the court must accept that evidence. From then on, science took precedence over emotional arguments in court.

Years later, a woman named Delphine Boël in Belgium benefited from this change. She sued her rumored father, King Albert II of Belgium. Since the king had immunity, her case was stuck for years.

Delphine Boël was a Belgian artist, not a fame-seeker. She just wanted to know her family background. After King Albert II stepped down, a court ordered him to take a DNA test or face hefty daily fines. The king agreed, and the results confirmed that he was indeed her father. In 2020, Delphine Boël was legally recognized as a Princess of Belgium.

Now in Nigeria, we face a similar scandal with the PFIPC. Unfortunately, we do not have a reliable method to find out who created this questionable agency.

The alleged creator, Prince Adeniyi Adeyemi, is accused of forging documents and running a fake government agency from the Federal Secretariat. This agency somehow made its way into national appropriation records and received ₦1.3 billion.

The presidency and the Office of the Chief of Staff have dismissed the PFIPC as a fake. They said the so-called “Director-General” is a habitual fraudster who opened Central Bank of Nigeria (CBN) accounts, employed 300 people, and forged appointment letters. Many opposition figures, civic organizations, and lawyers want independent investigations to find out how this non-existent agency got through various government approvals and presidential signing.

Without a way to scientifically prove the truth, we must rely on the courtroom. The court will soon reopen the case to find out who is really behind this illegitimate agency. In the meantime, both ordinary citizens and officials are asking tough questions.

The 2026 Appropriation Act lists the “Presidential Economic Advisory Council/Presidential Foreign Intervention Promotion Council” (Code: 0111062001) with an approved budget of ₦1.303 billion. If this agency does not exist and was denied as far back as late 2025, how did it get through the Budget Office, the Ministry of Budget and Economic Planning, and the National Assembly?

How did civil servants get assigned to a non-existent agency? Records show that the Office of the Accountant-General of the Federation (OAGF) officially sent senior civil servants to the PFIPC’s office. What does it say about the civil service if these postings were done with fake documents?

The police report says Adeyemi opened accounts with the CBN by misleading the accountant-general’s office. How can a private person get past the tight security of the Central Bank to open institutional accounts without proper clearance? Who helped him?

How did a fake federal agency operate for months in the Federal Secretariat? The PFIPC was not hidden; it was located on the second floor of the Federal Secretariat Complex in Abuja. It hosted meetings with foreign diplomats and Nigerian citizens.

Adeyemi claimed that the dispute began when he refused to give a 48% share of a ₦27.3 billion grant to the chief of staff. He also said he had already paid ₦400 million through someone else. Is this just one of his many lies?

His supporters have made serious claims about attempts on his life and the mysterious death of an alleged middleman named Babatunde Tanimola in a hotel fire in Abuja in October 2025. Will the court look into these serious issues?

The PFIPC had already asked the Ministry of Foreign Affairs for a note verbale to the United States Embassy to help its “staff” get visas. If the Nigerian Investment Promotion Commission (NIPC) had not blown the whistle, this fake agency could have harmed Nigeria’s international relationships.

Nigerians are still hopeful that the courts will provide answers. The other option is chaos. The courts need to use their best judgment to find out the truth about this agency and hold the right people accountable, even if it leads to jail time.
